The City Government of Panabo has been formally recognized as a pioneer and champion of open governance in the Davao Region. The Department of the Interior and Local Government (DILG) Region XI identified Panabo as the top local government unit (LGUs) for its exemplary commitment to transparency, accountability, and citizen participation.

Panabo City topped the assessment with an impressive 33 out of 35 open government initiatives, earning a net score of 0.89. The city is distinguished as one of only six LGUs in the region to institutionalize the Freedom of Information (FOI) through a local ordinance. Its innovative practices include livestreaming budget planning sessions, implementing real-time online budget reporting, publicly posting audit reports, and maintaining an active People’s Council.
A notable highlight is the city’s annual Press Freedom Month Celebration, which reinforces its commitment to FOI and public transparency.
The recognition was formalized during the “Champions of Open Governance” ceremony led by DILG XI, marking Panabo’s official onboarding into the Philippine Open Government Partnership (PH-OGP) Cohort Program.
This award reaffirms Panabo Cityβs unwavering dedication to building a more transparent, participatory, and trustworthy government for its constituents.
