October 15, 2025 — The inauguration of the Alternative Learning System (ALS) Community Learning Center (CLC) was held in Panabo City. The event included a Ribbon Cutting, Unveiling of the Marker, and Turn-over of the Symbolic Key, which took place at the ALS-CLC located at Panabo Central Elementary School SPED Center, Barangay San Francisco, Panabo City.

This is a great honor for Panabo City, as out of the many towns and municipalities in the Philippines, only eight (8) were awarded a national budget to build such a facility—and Panabo City is one of them, having been granted the award due to its sustained and excellent performance in managing and expanding the implementation of the ALS Program in the city.

The two-storey building will serve as a learning hub for out-of-school youth, who were previously unable to pursue their education. Now, educators and education officials who helped make this project a reality are hopeful that the youth will strive to finish their education with the help of the ALS program.

Present during the occasion was City Councilor JM “Boss” Relampagos, Chairperson of the Committee on Education, representing City Mayor Jose E. Relampagos. Also in attendance was Secretary of Education Hon. Juan Edgardo “Sonny” M. Angara, represented by Assistant Secretary for Information Communication Marcelino Veloso III. Other guests included Director IV and Regional Director of DepEd Region XI Allan G. Farnazo, CESO V, Assistant Schools Division Superintendent Basilio P. Mana-ay Jr., CESO VI, various schools superintendents from different divisions, and invited teachers.
