Ang National Literacy Award ginahatag sa mga LGU nga nagmugna ug nag-implementar og mga polisiya, balaod, programa ug mga proyekto alang sa edukasyon aron mapalambo ang kalidad sa kinabuhi sa mga katawhan niini subay sa DepEd Memorandum Order No. 053, Series 2018.
Sumala sa DepEd Memorandum, ang sentro sa maong assessment ug validation mao ang literacy development efforts sa mga naglain-laing sector sa komunidad: agriculture, social services, environment, ug uban pang mga sektor sama sa kabatan-onan, senior citizens, kababainhan, IPs ug mga PWDs.
Ang validation mibase usab sa ubang factors sama sa (A) Rationale of the Literacy Program, (B) Program/Project Management and Implementation, (C) Monitoring and Evaluation, (D) Effects or Impact to the community.
